Widow benefit question

My friend lost her husband 12 years ago. She was a homemaker and self employed thus very little social security paid in. She is waiting until full retirement age, 2027, to file for widows benefits. Her husband had cancer and started receiving disability prior to his death. Does anyone know if her benefit is based on the amount he received at the time of his death and if its reduced by 50%? Also if its based on his benefit amount at the time of his death is it increased by COLAs granted since his death? Thanks.

If she files before she reaches Full Retirement Age. Her monthly benefits will be reduced for the rest of her life. Her Widows Benefits will be more than what he was receiving before he died.
