VA Doctor Won't Do RFC

Has anyone had a VA doctor say they don't fill out these forms? I tried to get one prior to my ALJ hearing and they wouldn't do it. I asked for clarification if this is a VA policy or doctor personal decision and was told they "are not certified Social Security providers." I'm unsure what that has to do with his reluctance to fill out my forms. I've since requested an appointment to meet with him and it has gone unanswered. I don't know if this is a patient advocate issue and I am unsure how to proceed.

This seems to be standard VA policy.  It is also the policy of many treating sources. 

Have you read your medical file?  Can you lead the ALJ to certain pages (the VA is famous for having repetitive and useless information in file (patient was advised to wear a seatbelt)) that show reduction in function? 

Have you discussed with your attorney what you can do to prepare for the Hearing?

It is common for VA doctors to refuse to fill out RFC. It is not a doctors job to fill out forms. One reason many doctors give for refusing to fill out a RFC. is the information is already in the pats medical records., which is true. Or at least it should be. Unfortunately, it is also common for VA, doctors to not take good notes. There is nothing a patient can do to make a doctor fill out any form if they do not want to.

The hearing already took place. One of the reasons for my unfavorable was the ALJ didn't see much documentation on how my disabilities would impact work. The doctors made claims of this but did not provide specific details on why. I figured the RFC would have filled the gaps.

I am so sorry, that sucks. I know one of the primary reasons I got approved so quick is because my doctor was willing to bend over backwards to help me. I asked him about an RFC and he told me he would right one if I needed it, but to bring him what SSA was looking for and he would make sure to put the details in my notes so it would always stay in my records. I printed out so much stuff, even things from here and  took them to him. He handed them to his residents and told them to go over them and sat there with me and told me to give him the highlights and he wrote it down. Of course I forgot to tell him some things because the residents had my notes, but the next day when I checked my online record there was a full page on how my disability affected my daily life then notations to which test proved this. He was so thorough. He moved to a different hospital in a different state last month and I was crushed!
