FOIA denied my request

Hi everyone!

A few years ago I made a request for a copy of my file to the field office in the location I was living at the time. I was charged $350. However, I moved several of times since and lost some or most of the information. The local office had to request to have the file pulled from the storage facility where it was located.

Last year I made a FOIA request online and I even explained in my request that the file is held at a storage facility. My request was denied because they stated they do not have my file. I mean I mentioned that in my request.

I sent a written request to my local office via postal mail like months ago and I never received a response.

What should I do?

I live in Pennsylvania.
